Not sure if I’m doing something incorrectly – but when I try to download this I get a page with a single message “wrong IP”

I just a casual user not premium – I’m not using a downloader just a browser. I’ve tried two different ones – after I wait 60 secs then I enter the captcha code I get taken to this page:
